Transistion information The Air Force starts to transition back to the GS system as mandated in the National Defense Authorizations Act (NDAA) for FY 10. Ramstein Air Force appropriated civilian employees, managers and supervisors are encouraged increase their knowledge by visiting the Department of Defense Civilian Personnel Management Service (CPMS) website. CPMS has developed three computer based courses that will assist in the transition and preparation of a smooth transition. "GS-101", which is for all audiences classifying positions under GS, "A Primer for Supervisors Performance Management" and "A Tool to Achieve Results." Other learning tools include the NSPS Transition Simulator.
