KMC Members,

With the upcoming PCS season, renewing your vehicle registration is now easier than ever. The U.S. Army Europe and Africa’s Registry of Motor Vehicles has launched a new online renewal system, and we encourage you to take advantage of this convenient process.

Here's how it works:

1. Scan the QR code on your renewal notice mailed to your APO address.

2. Upload the required documents:

- Renewal notice

- AE Form 190-1O

3. Inspection documentation (TÜV/DEKRA paperwork, AE Form 190-1H an on-post inspection station, or AE Form 190-1O with the inspection station’s stamp.

4. Receive a payment link and a unique code after your documents are verified.

5. Once Documents are verified, you will get your updated registration and decal via certified mail. You will need to sign for these at the pick-up window.

This new system is designed to provide a streamlined process, similar to what you would find in the continental United States.

On 27 March 2026, the MOTORS WebApp used for document upload, review and queuing went offline due to a server migration stall. On 30 March 2026, we transitioned back to the “2-Meters” web application until further notice.

Please see below for specific location services and requirements:

-- All customers receiving services at Kapaun Main Station & Ramstein Substation will need to schedule appointments or queue-in via 2-Meters web app.

-- All customers receiving services at the Kapaun Substation will be serviced on a first-come-first-serve basis utilizing the sign-in sheet.

We expect longer waiting times due to the loss of our primary service system as our team is unable to verify documents prior to appointments. To help alleviate delays, please follow the QR Code “Transition Flowchart” provided on this page.

Walk in hours for De-Registration ONLY is from 0700-1500hrs.

Hours of operation 0700-1500 Monday to Friday (We stop accepting customers after 1430 hrs due to how long each transaction takes).

Please note: We are closed for all federal holidays/observances, all USAFE and 86 AW down days and the last duty day of each month for end of month inventory and training.

Members can join the queue or make an appointment at the Main Station for:

  • Initial registrations after buying a new/used car or shipping your POV
  • Issuing temporary plates
  • Transferring registration between DOD ID cardholders
  • Registering a vehicle after driving from another country to the KMC during a PCS (ex. Member completes PCS from Aviano to Ramstein)

All registration renewals, registration updates, and temporary to permanent plate transactions are done at the Kapaun Substation on a walk-in basis.

** Registration renewals require a NEW vehicle safety inspection done within the last 75 days. **

Days of Operation (Kapaun Substation Location): Monday - Friday

Hours of operation 0700-1500 Monday to Friday (0700-1130 reopens at 1230 and we serve the last customer at 1430hrs).

Please note: We are closed for all federal holidays/observances, all USAFE and 86 AW down days and the last duty day of each month for end of month inventory and training.

  • Registration renewals
  • Transferring registration between DOD ID cardholders
  • Initial registrations after buying a BRAND NEW vehicle or a vehicle with completed inspection and customs
  • Change of information requests
  • Transfer registration for customers PCSing and driving to the KMC from a previous assignment within Germany (ex: Member completes PCS from Spangdahlem to Ramstein)
  • Lost/stolen plates
  • Registration replacements
  • New emissions decal
  • Inspection decal replacements

The Ramstein Annex takes customers utilizing the motors website. There are no transactions utilizing temporary plates conducted at the Ramstein Annex.

Days of Operation (Kapaun Substation Location): Monday - Friday

The Kapaun Substation takes customers as a walk-in, first come first serve basis for specific services after the vehicle is registered in the USAEUR system. Once registered, the Substation can complete:

  • Converting temporary plates to permanent plates
  • Registration renewals
  • Change of information requests
  • Transfer registration for customers PCSing and driving to the KMC from a previous assignment within Germany (ex: Member completes PCS from Spangdahlem to Ramstein)
  • Registration replacements
  • New emissions decal
  • Inspection decal replacements

KAPAUN VEHICLE REGISTRATION
