Ramstein Visitor Control Center

The Visitor Control Center (VCC) is the focal point for visitors and guests who are not in possession of a DoD CAC or Defense Biometric Identification System (DBIDS) card.

The West Gate VCC is located at Bldg. 134 and is open 7-days a week from 6 a.m. to 10 p.m.

The ROB-MC Gate VCC located at Bldg. 800 and is closed until further notice. All personnel requiring assistance must utilize the West Gate VCC. 

 

VISITOR PASSES

Only valid DoD CAC or DBIDS ID cardholders with sign-in privileges registered in DBIDS are authorized to sponsor visitors onto installations within the Kaiserslautern Military Community. Sponsors are authorized to escort up to four (4) visitors and must escort the visitors at all times while on the installation. Sponsors who fail to uphold their sponsorship responsibilities are subject to the suspension of sign-in privileges.

Visitors are required to present a Valid Passport or a National ID card (European Economic Area (EEA) citizen only) to be issued a visitor pass.

Visitors aged 15 and below are not required to present a valid ID for base entry but must be escorted onto the installation by an authorized adult with a DoD CAC or DBIDS ID card and sign-in privileges. Additionally, children aged 10-15 may need to present proof of age at the Security Forces members discretion for validation.

Visitor Passes will not be issued for more than 24 Hours unless extenuating circumstances exist, or official business is determined.

Individuals who hold citizenship of a country listed on the State Sponsors of Terrorism List published by the U.S. Department of State will not be issued a pass until an exception to policy has been routed and approved by the 86 AW Commander. It is recommended that this coordination be completed prior to the arrival of guest(s).

  INSTALLATION ACCESS REQUESTS FOR GUESTS ATTENDING EVENTS ON KMC AIR FORCE INSTALLATIONS

The request is processed using the 86 SFS Form 011, Installation Access Request and must be submitted no later than 10 days prior to the event start date. Submit the completed form to the VCC org box.   

1. FOR ESCORTED ACESS: Sections 2, 2a, 2b, and 3 of the 86 SFS Form 011 must be completed. Escort official must have sign-in privileges. One (1) escort is required for every ten (10) visitors for special events.

2. FOR UNESCORTED ACCESS: Sections 2, 2a, 2b, 3, and 4 must be completed. Non U.S. citizens must submit a Good Conduct Certificate also known as a Police Report (no older than 1 year). Full SSN is required for U.S. citizens and must be annotated in Section 3, Nationality column (Example: American / 123-45-6789).

3. Copy of Valid Passport or EEA National ID is required.

 

INSTALLATION ACCESS REQUEST FOR U.S BASED CONTRACTORS

The request is processed using the 86 SFS Form 011, Installation Access Request and must be submitted NLT 10 days prior to the event start date. Submit the completed form to the VCC org box. U.S. Based Contractors must also provide a German BACO 90, Request for Confirmation of Exemption from the Requirements to Obtain a Work Permit and submit it to email address zav.amz-stuttgart-241@arbeitsagentur.de.

INSTALLATION ACCESS REQUEST FOR PRE-NOTIFICATION OF PERSONNEL TRAVELING ON A NATO TRAVEL ORDER/NATO TRAVEL AUTHORIZATION/INVITATIONAL TRAVEL ORDER

The request is processed using the 86 SFS Form 011, Installation Access Request and must be submitted no later than 3 duty days prior to arrival. Submit the completed form to the VCC org box.

1. The NATO Travel Order/NATO Travel Authorization/Invitational Travel Order must list one of the installations in the KMC.

2. Sections 2, 2a, 2b, and 3 of the 86 SFS Form 011 must be completed.

3. Copy of Passport or EEA National ID is required.

Local National Screening and Long-Term Pass Office

The Local National Screening Program (LNSP) is the Host Nation screening requirements first step in acquiring long term unescorted access for U.S. Installations in Germany. If you are assigned/contracted to a unit, please contact your unit’s 577 Card Holder/Sponsoring Official to begin your LNSP screening process. For any applicants not assigned to unit please forward all requests to 86sfs.lns@us.af.mil.

The Long-Term Pass Office (LTPO) is responsible for the issuance of Defense Biometric Identification System (DBIDS) cards as well as adding base access to DOD CACs. The LTPO is located at Bldg. 134 and is open 5-days a week from 0700-1530 Monday-Thursday and 0700-1300 on Fridays.

The ROB-MC Gate VCC located at Bldg. 800 and is closed until further notice.

LNSP Screening Requirements

Only individuals who meet the minimum requirement of One Year in country (Without SOFA Status) are eligible for input into LNSP. Those not meeting the One Year requirement may still be issued a pass with an expiration date not exceeding the date in which they are LNSP eligible. Screening requirements vary based on applicant’s Installation Pass Category and are outlined in AEA Reg 190-16, Installation Access Control for the U.S. Forces in Europe.
