Supervisors and subordinates came together at the Ramstein Officers Club to celebrate the promotion of their co-workers to master sergeant May 15.

Ramstein took 301 of the 5,604 line numbers the Air Force used to promote 24.62 percent of the 22,748 eligible technical sergeants.

The promotion list was released at 8 a.m. Central time Thursday. This is the first time in 12 years that the master sergeant and technical sergeant selections are being announced separately.

According to the Air Force Professional Development Guide, "Individuals in the rank of master sergeant are transitioning from being technical experts and first-line supervisors to operational leaders who merge their personnel's talents, skills, and resources with other teams' functions to most effectively accomplish the mission.
Master sergeants are continuing to develop their leadership and management skills. The rank of master sergeant carries significantly increased responsibilities and requires a broad technical and managerial perspective."

This year's master sergeant selection rate is higher than last year's rate of 22.31 percent but lower than the 2007 rate of 24.98 percent. The lowest master sergeant selection rate during the past decade was 19.86 percent in 2006, and the highest was 39.11 percent in 2000.

Of 22,748 technical sergeants eligible for promotion, those selected had an average time in grade of 4.45 years and an average time in service of 16.40 years.

The average score was based on the following point averages: 134.30 for enlisted performance reports, 70.20 for the promotion fitness exam, 63.60 for the specialty knowledge test, 33.69 for time in grade, 34.55 for time in service and 11.59 for decorations.

The technical sergeant selection list will be released on Virtual MPF June 18.
