Driving in Germany

 

Requirements to Drive

Drivers MUST have a U.S. Army Europe USAREUR license to drive in Germany, no exception. An international driver’s license is not acceptable, nor can personnel legally drive a rental car while waiting for a personal vehicle to arrive.

Driving in Germany is a privilege, not a right. 
 

  1. Initial USAREUR License: (APPOINTMENT REQUIRED)

Must be 17 years old or older, all (Military, Civilians, and Dependents) personnel will take the test on the Joint Knowledge Online (JKO) website. The new site offers the ability for all personnel to take the test at home without a Common Access Card to log in. Create an account and take course numbers (prefix USA) #007 and #007B with a score of 85% or above. Both courses need to be completed.

After completion, wait at minimum 24 hours for the score to be updated in the system before going to the Ramstein Drivers Testing to get your temporary license.

Please bring your certificate of completion, Military ID, valid Stateside Driver's License, Orders/Command Sponsorship or Letter of Logistics Support, and debit/credit card or check/money order for the $30 payment. NO CASH.

You will be required to complete a vision test at your appointment. Bring eyeglasses/corrective lenses if required for driving.


If you are 65 years and older you need to bring an eye test report which results will not be accepted if they are over 60 days old.

If a Military member wants to transfer Motorcycle to the USAREUR License please bring: front and back copy of State license with the Motorcycle endorsement and front and back copy of MSF card (Basic course valid for 1 year, Advanced course valid for 5 years). Civilians only require front and back copy of the State license with the Motorcycle endorsement.

  1.  Renewal of USAREUR License: (APPOINTMENT REQUIRED)

Required Documents - Old USAREUR License (if USAREUR license is expired for more than 1 year you must retake JKO), Military ID and form of payment for $30.00 – check, money order/gram, credit or debit. NO CASH

Customers who are 65 years and older must bring an eye exam report. Results are not accepted if they are over 60 days old.

  1.  Addition of Class USAREUR License: (APPOINTMENT REQUIRED)

Required documents - Old USAREUR License, Military ID, valid State License with motorcycle endorsement, Basic (1 year) or Advanced (5 years) MSF Card and form of payment for $30.00 – check, money order/gram, credit or debit. NO CASH 
** We will not give out 8-day temps for the MSF course if the member does not have the motorcycle endorsement on the stateside license beforehand. **

  1. German Transfer USAREUR License: (APPOINTMENT REQUIRED)

No video or JKO training required. Required documents - Orders (Command Sponsorship, SOFA or Letter of Logistics Support), front and back copy of valid German Driver’s License, Military ID, form of payment for $30.00 – check, money order/gram, credit or debit. NO CASH
 

  1. Reinstatement/DUI USAREUR License: (APPOINTMENT REQUIRED)

    1. Revocation date equals offense date.
    2. Letter from MSG Commander - Authorizing full driving privileges.
    3 .Letter from ADAPT.
    4. Valid State/Country License.
    5. Military ID.
    6. Retest JKO.

Form of payment for $30.00 – check, money order/gram, credit or debit. NO CASH 

 

  1. EU/NATO Transfer USAREUR License: (APPOINTMENT REQUIRED)

Required documents - Military ID, copy front and back of Country License, copy front and back Army in Europe Privilege Identification Card (Yellow Card) and form of payment for $30.00 – check, money order/gram, credit or debit. NO CASH 

 

  1. International License: (NO APPOINTMENT REQUIRED)

Required documents for Ramstein Drivers Testing - USAREUR license (Temp license is not accepted) and Military ID. Application is ONLY valid for one week.

Once you have a stamped and signed application you will go to one of the off base locations depending on your residential address. Required documents – Military ID, USAREUR License, Stateside License, one Passport size photo (no smile) and fee will be in Euro.

EU members that have registered their vehicles under the USAREUR system, and have USAREUR plates on their vehicle will need an international license, even if they already hold an EU license.

How can I take the test prior to arrival?

What are my options to get a USAREUR driver's license?

Option 1: Testing prior to PCS (Required for active duty)

Active duty AF members with projected assignments to Ramstein or one of the supported Globally Separated Units (GSUs) can test in advance. The JKO certificate is only valid for 60 days after test completion. Make an Appointment with the Appointment plus program to get your Temporar license.

Option 2: Testing upon arrival.

All dependents that did not test prior to arrival must complete the test on a personal computer. After completion, wait 48 hours for the score to be updated in the system before booking an appointment to the Ramstein Licensing Center to get your temporary license. 

Option 3: European or NATO Transfer
 

Where can I study?

To study online or take practice tests use www.usareurpracticetest.com. This site does not require a .mil account and is very user friendly.
 

Can I take the test online at home?

What if I came with my spouse and still have a valid European/NATO license?

- You will not be required to test again. You must present  a valid EU or NATO license. If the license is not valid, you will have to take the JKO test.
- If you have a valid German license you will not be required to test or watch the orientation video.
- If you are wanting to operate a USAREUR plated vehicle, you will need a USAREUR license, including EU license holders. No exceptions

What if I have a visitor that needs to drive a USAEUR plated vehicle?

The first step is to have the visitor(s) get an International Driver's License prior to arrival.

When your visitor(s) arrive, take them to the Customs office on Ramstein, Bldg. 305 Rm 14. The Customs office will need the following:

- International Driver's License
- Passport
- Vehicle registration provided by the owner of the vehicle to be driven

Once the above criterion has been met, the Customs Office will issue an "Exception to Policy" letter. The visitor must carry the letter, passport and International Driver's License whenever they are operating a USAREUR plated vehicle.
