Updated Mask Guidance Across Germany

Starting February 2, 2023, Federal Secretary of Health Karl Lauterbach has announced a relaxation of corona protection measures. The nationwide mask requirement in long-distance public transportation, especially in long-distance trains, will be suspended.

As of Saturday Oct. 1, 2022, across Germany, anyone visiting, receiving care or working in a host nation healthcare facility (hospital, nursing home, clinic, etc.) will be required to wear a FFP2 mask. The FFP2 (filtering face piece) mask, which is similar to the U.S. N95 mask, provides more protection than the standard and less-protective surgical mask that most people have been accustomed to.

Also, anyone visiting or entering a German healthcare/medical facility will be required to present a negative rapid test. *Test not required if fully vaccinated in Rhineland-Palatinate*

In addition, anyone over age 14 will have to wear an FFP2 face mask on long-distance trains in Germany. Children between ages six and 13 will also be required to wear a face mask on long-distance trains. However, it has been noted that they do not necessarily need to wear an FFP2 mask as a surgical mask is sufficient for this age group.

The requirement to wear a FFP2 mask, does not apply at U.S. military medical or dental treatment facilities within Germany. Common surgical masks, as used by the bulk of the population, are however, still a requirement when visiting any U.S. medical or dental facility in Germany.

Guidance for personnel who received the J&J COVID-19 vaccine

Germany no longer considers one dose of J&J as fully vaccinated. Individuals who do not meet full vaccination requirements are treated as non-vaccinated *off-base in Germany and are subject to German regulations.

Individuals vaccinated with J&J must meet one of the following additional requirements in order to achieve fully vaccinated status in Germany:

  • Received an additional dose of either J&J or an mRNA vaccine
  • Received two additional doses, for a total of three shots, in order to become boosted
  • Individuals with proof of recovery which occurred after receiving one dose of J&J are considered fully vaccinated
  • Individuals with proof of recovery prior to receiving one dose of J&J are considered fully boosted

*Ramstein Air Base is a U.S. military installation and maintains the current U.S. recommendations for full vaccination on base. On base, individuals meet the definition of fully vaccinated with one J&J shot and boosted with a second dose of either J&J or an mRNA vaccine. U.S. guidelines do not count recovery from COVID-19 as any dose in a series of vaccinations.

EU Digital Certificate for Vaccinated Members

The digital vaccination record is an additional option for documenting COVID vaccinations. Vaccinated people within the EU, including Americans, can store information such as the date of their shots and the type of vaccine they received on their smartphones. The digital pass can also be used for cross-border travel (when required) as part of the EU-wide COVID health pass system.

For more information and step-by-step instructions, click here. If a booster is administered, you must update the information by getting a new QR code at a pharmacy.

We recommend bringing a copy of this agreement with you when you visit a participating pharmacy to get your QR code.

Wear of Face Coverings on Base

Effective April 8, 2022:

In accordance with the latest host nation ordinance, mask wear on Air Force installations in the KMC is now optional everywhere except the medical clinic and public transport. Masks are no longer required at the Exchange, Commissaries, and Shoppettes.

Personnel exhibiting symptoms or close contacts of someone with COVID-19 should continue to wear masks, regardless of vaccination status. Additionally, unit commanders and establishments may continue to implement more restrictive policies based on mission and safety requirements. Mask requirements, if any, will be indicated by signage posted near entrances.

Host Nation & Local Guidance
The German government has implemented two categories of COVID-19 infection areas: high risk areas and virus variant areas. For a current list of countries and their associated category based on the latest data, click here. An English version is at the top of the page. Knowing each area's category is important as it determines different requirements when entering Germany.

More detailed information about German entry requirements are available in English via the Foreign Federal Office

Note: Please see the installation guidance below for information on quarantine and testing options for U.S. members assigned to Air Force installations in the KMC.

COVID-19 Exposure Flowchart

The COVID-19 exposure flowchart contains guidance the KMC will follow when exposed to a confirmed COVID case or close contact. The flowchart illustrates steps when an individual is confirmed to have COVID or identified as a Close Contact by Public Health. Close Contacts are further broken out by those who are vaccinated and those who are not vaccinated for additional clarity.
